以戏说的角度，讲述了康熙年间，由于长年黄河泛滥，康熙帝（张国立 饰）为了体恤民情，亲自下江南考察，由此引出了一出出颇为传奇的故事。第一部由《犁头记》、《铜鼎记》、《八宝粥记》、《紫砂记》这四个故事构成。
《犁头记》：五莲县县令罗世长私分库中税粮一事引起了康熙的重视，而这起事件背后则是灾民不断，忠臣隐瞒不报的事实，于是康熙帝决定自己亲自出马；《铜鼎记》：一次意外，康熙帝撞上了偷铜鼎瓶的小太监，小太监居然咬舌自杀，这背后的蹊跷牵扯出一个庞大的关系链，让康熙帝大感吃惊；《八宝粥记》：康熙帝微服出巡来到了苏州，发现一家粥店的老板把牌匾换了，“粥”字中间少了“米”这个字。康熙帝知道了苏州并不太平，为了调查此事，康熙帝买下了粥店，亲自当起了老板；《紫砂记》：外国大臣南怀仁不小心把一个紫砂壶打破了，意外看到了紫砂壶碎片上刻有几行文字，而这几行文字内含有冤情……
